New Jersey’s municipal courts offer rewarding career opportunities for individuals interested in public service, court administration, and local government. As the only community college in New Jersey offering Principles of Municipal Court Administration (POMCA) training, RVCC provides a unique pathway into the judiciary system and prepares students for careers as court administrators, deputy court administrators, and violations clerks.

POMCA provides prospective judiciary employees with a comprehensive introduction to the New Jersey court system, workplace expectations, and the responsibilities of municipal court professionals. This required training helps prepare participants for careers in court administration and local government.

This course serves as an important first step for individuals seeking employment within New Jersey’s local court system and provides valuable insight into the daily operations of municipal courts.
Classes are conducted live through the New Jersey Judiciary’s Microsoft Teams platform. Students will receive login instructions prior to the start of the course and must have access to an internet-connected device capable of participating in online sessions.
Anne Dreps has served in multiple leadership roles within New Jersey municipal courts, including deputy court administrator, court administrator, and municipal court director. A Certified Municipal Court Administrator since 2009, she has been teaching POMCA students since 2008 and joined the Judiciary’s Policy and Procedures Unit as a full-time POMCA instructor in 2015.
Anthony Ballina brings more than 20 years of educational experience to the classroom. Since joining the Judiciary in 2015, he has served in both training and information technology roles before returning to the POMCA Training Unit as a full-time instructor in 2023.
